1. To provide adults in disadvantaged minority groups the necessary means to conclude
their elementary, secondary and high school education while residing in the United
States.
2. To improve adult literacy in two-language communities.
3. To provide children in disadvantaged minority groups with the means to keep current
the plan of studies from their country of origin while residing in the United States.
4. To develop teaching models for the public education system capable of improving the
learning proficiency of disadvantaged students by overcoming language and behavioural
barriers.
5. To aid disadvantaged minorities eligible to become citizens overcome language
barriers.
